Black hat SEO refers to the use of SEO optimization techniques that does not comply with official guidelines of the major search engines (Bing, Google..)
It also refers any SEO technique to gain short-term and unsustainable positioning on search engine results.
However, it should be noted that the purpose of SEO is to get good positioning in search engines and as such it is necessary for SEO techniques as well as the webmaster guidelines to constantly evolve. In other words, a technique considered "white hat" may well become "black hat" later on. When techniques are at the borderline, meaning that they do not violate rules directly but they do not correspond to the scope of the general instructions, they are called "Grey hat".
