IE - Unable to open "Internet Options" in Tools

Issue

When I click on Tools, then internet options, the following Pops Up:

Restrictions - This action has been cancelled due to restriction in effect on this computer. Please contact the system administrator.
I've already checked for viruses and spyware using Norton, AVG, Spybot, Ad Aware in normal mode and safe mode.
I can right click on IE, properties and is fine, but not from tools - internet options.

Anyone has an idea as to what to do?

Solution

Try this:
  • Click Start, click Run, type gpedit.msc, and then Enter or OK.
  • Open User Configuration > Administrative Templates > Windows Components > Internet Explorer, Internet Control Panel, Browser Menus.
  • Double-click on the Tools menu. Disable Internet Options and choose Not Configured/Disabled, click Apply. Then, close Gpedit.msc.
