Toshiba C 55 laptop

I have a new laptop, which is approximately two years old, and I never started
up. I just put it on now, and the only thing that is happening is the screen just
shows a blinking light as if it is trying to start.

I called Toshiba Tech Support and was told it is out of warranty. They had me disconnect the battery and reinstall, but to no avail. They do not want to hear
anything as far as helping me. Does anyone know what this problem could be
and how to fix it?
