Can't type specific letter on keyboard

Hi, i've never had any problems with this keyboard until now. Just recently this keyboard (Icelandic) has been incapable of making the letter Ö but in lowercase. There's normally just a letter i can press to produce it, but for some reason i can only type it in uppercase, and only while holding l-shift and not caps-lock.
