You may access Safe mode in WinRE. Windows Recovery Environment (WinRE) is a recovery environment that can repair common causes of unbootable operating systems. Download the Media Creation tool on this link and use the tool to create an installation media.
Once done creating an installation media, follow the steps below to access WinRE:
Insert the Media Creation Tool, and then restart your computer.
Press any key to proceed when prompted.
You will be prompted to a Language Selection window. Click Next.
On the Install now window, click Repair your computer.
Choose Troubleshoot.
Select Advanced Options.
Click Startup Settings.
Under Startup Settings, click Restart.
Select Enable Safe Mode using the F-keys.
Once done creating an installation media, follow the steps below to access WinRE:

Will a Windows initialisation erase the data on my disks...??

When I tried startup repair it shows startup repair couldn't repair your pc message with shutdown and advance options .below that message a path of log file is given like this
Logfile:c:\windows\system32\logfiles\srt\srttrail.txt
