Laptop will not boot up

My Packard bell laptop as power but will not boot up what could this be

It could be a hard disk failure.

HardDrives are not cheap. Neither is the Operating system that allows the harddrive to store stuff! It might be best to get a new one. After you get a new one, take that one to a shop, and have them recover the files from it.
