Start toolbar missing

Hello,
my computer freezes ass soon as the main screen comes on, the wallpaper and the icon appear but the start button and all the other little icons at the bottom that gon the blue line dont appear. i cant click on anything, just the loading sandclck aapears. nothing happens when i click on the icons, like as if its still loading or something. what shud i do??????????????
