Blue Error Screen with no OS loaded on System

Hello,

I recently purchased an HP desktop, loaded with basic Vista 32B, and wanted to format to downgrade to XP. I had the HDD formatted, the current state, and am attempting to install the xp software I have. During the setup screen for XP the system begins to load the software only to black out and come up again as a blue error screen reading:

A problem has been detected and windows has been shut down to prevent damage to your computer.

If this is your first time you've seen this Stop error screen(received it all 4 times I have attempted to install), restart your computer. If this screen appears again, follow these steps:

Check for viruses on your computer. Remve any newly installed hard drives or hard drive controllers. Check your hard drive to make sure it is properly configured and terminated. Run CHKDSK /F t o check for hard drive corruption, and then restart your computer.

My system was purchased 25 days ago, has had no changes in hard ware since purchased.
Has 1.5 terabyte HDD, AMD Phenom 2 x4 910 processor, ATI Radeon HD 4350 graphics card, 8 gigs of memory.

Are you sure you formatted the HDD correctly? Are you booting from the XP CD?

Yes, i work at an electronics store and I had one of our service techs do it. I am booting from the XP cd, it brings me to the blue xp setup screen, right before it gives me the option to run a repair or installation, and then it errors out.
