Cant access my control panel

i have some problems in accessing my control panel anyone has the solution to my problem please ?

anyone can identify the problem and tell me what shall i do please ?

Right-click on your taskbar and select properties. Click the Start Menu tab, then Customize. Click the Advanced tab on the Customize Start Menu window. Look for Control Panel and select "Display as a menu" and OK.
