Icons and Task bar will not show

Hello,
My computer will not show the icons or task bar. i have tryed Ctrl+Alt+ Del to bring up the task manager and it says "task manager has been disabled by your administrator". I don't know what to do please help. ill try anything to get it back working

Show volume in menu bar mac - Guide
Vertical bar mac - Guide
Opera show bookmarks bar - Guide
Address bar in chrome - Guide

You have a Virus attack that disabled these parts of Windows. My advise is to do a complete PC restore.
