My laptop wont connect to the internet

i have an hp pavilion dv4000 and it wont connect to the internet with wireless or wired connections. when i checked my wireless connectivity it had a strong connection but i couldnt access the internet. i tried with the wire and is said i was connected and still no luck with connecting to the internet. i searched some stuff up on this computer and i found out that my ip address souldnt start with 169 but im not sure how to fix that
