Control Panel is showing BLANK

I am using Vista Home Premium OS.

For last two days I am facing problem of inaccessibility for CONTROL PANEL (If I go through start menu, it is showing blank. If I clicked to open CONTROL PANEL button in start menu the following message is displaying. Not only for CONTROL PANEL, but for all (SYSTEM PROPERTIES, PERSONALISE SETTINGS while right click at desktop). This is for your information and I need any help you can, in this issue. Kindly let me know the procedure in step wise.

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator"

Dear Ash,

I have proceeded as per your suggestions, but not resolved my issue. Every time I typed in RUN option the same dialogue box is displaying as
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator"

I could not update the WINDOWS also.

Kindly help me to resolve.

Hi Ash,

I got solution just now by the following steps.
START -> RUN -> REGEDIT -> CTRL+F -> nocontrolpanel. Here I changed the binary value to "0" from "1". Then I restarted the system. Now its working fine. Hope this will help somebody like me who ever faces the similar problem.
