My gta 4 lags please help

Hello,
My gta 4 lags and lags even though i have met the minimum requirements.I have tried many things from using game booster,game accelerators, and tried over clocking the graphics card, and even changed my 2GB gig ram to 4GB for only to play this damn game please help dont ask me to add a commandline or to free up some ram bcoz i hav tried that
all things so please sumone HELP ME

MY SYSTEM CONFIGURATION
Processor - Intel Core 2 Duo E7200 (2.3 ghz)
Graphics card - Nvidia Geforce 8400gs 512 mb
Ram - 4GB
System type - 32 Bit operating system
OS - Windows 7 Professional
