Itunes installation setup does not run

hello. this is zaid. I have downloaded itunes 9 on my pc, and the installer does not run. when i click on the icon nothing happens. I tried different sources for downloading the itunes, but still didnt work either. I also tried downloading itunes 8, also no positives. I downloaded the a clean up utility, for all various errors. and no positive outcomes as i have read an article on one of the forums. when i downloaded the utility, the installation setup ran without complications. but also i have the same problem with downloading skype too- the installation runs, but when it finishes, it tells we are having problems connecting to the download server. to download an alternative installer for skype, click the download button. if you press on the download button it will redirect you to skypes website.
i guess the same problem is causing the same issue.
although i restarted all servers through "RUN > services.msc"
please help me asap!!!
