GTA IV running really slow on Windows 7

My specs are:
Windows 7 Home Premium
AMD Phenom(tm) II N620 Dual-Core Processor 2.80 GHz
3.74 usable GB
64-bit Operating System
ATI display adapter (0x9712)

I did the Can YouRunIt? and im over the minimum, the only thing stopping me from reaching the recomended is my Processor and the video card. I AM able to play but it is very laggy! Its driving me insane, I press it to go right, it does so like 5 minutes later. I tried unchecking the Windows Even Log and its still the same. I put my settings low to like 1 or 2. PLEASE HELP!

Try swiftshader. It helped me play NFS Carbon although slow. Just see if it helps and reply back.

I Upgrated My Gfx card

I think he is talking about GTA 4, not GTA San Andreas. Just GTA 4.
