Cannot log off my Mac PC

Hello,

I switched off my Mac PC at the plug in error and now when I log on I have no icons showing also if I try to open Safari in Applications I get an error message saying 'cannot open, Safari is disabled or incomplete.' Also if I try to open disk utility I get a script running that says Utilities Disk has crashed. I have inherited this Mac PC and have no instructions as to how to use it and am doing it through trial and error! (Mainly error)
