How to unblock my hotmail account

Hello,

My hotmail account has been blocked and I dont know how to recover it. I tried to click the continue and they said to type in the code which I will never receive as I stay in Singapore and not any of the other country they give.

This is what is stated when I sign in:
Your account has been blocked

you need to follow the password reset link and when it comes to the three options of how you want to change your password click on the last one, customer support and then fill out the form!
