Cant open outlook expres no tools bar

Hello,
I can not open outlook express i get the microsoft message. there is a problem am i using outlook as my main e-mail browser? can someone tell how to check this, i have recently installed kapersky,i can access new mail through the Aol

thank you for help unfortunately when the error message appears on screen send to microsoft or not , there are no top line choices no file,no, tools, just a blank white screen, i have removed kapersky and now i have access to outlook, perhaps there is some kind of security block in kapersky, being an absolute beginner with pc's i dont know, thanks again Bert
