Laptop stopping it's boot process

Hello,

My laptop is no longer booting up. When I turn it on it will briefly display the HP screen and give me the option to enter bios and system restore and all that, but then it transitions to a black screen with a blinking underscore at the top left and never moves past that point. I tried restoring it to a condition from four days ago and the same issue occurs. I don't know whether this is a hardware or a software issue, but I haven't backed up my files and I don't want to do a complete factory restore if that won't even help. Ideas on whether it's hardware or software and ideas to diagnose the issue? I'll do my best to provide any information you need. Thank you!

Can you get into safe mode?

I don't believe so, no. How would I be able to if I were?

when you turn your laptop on keep pressing F8 until you get to the advanced boot menu.

use the keyboard to select safe mode with networking and this would take you into windows with basic drivers loadeda nd third party software disabled.
