Hi cse@pec,
To determine if this is a Hardware Failure or a software problem, please run Dell 32-bit Diagnostics. If the Dell 32-bit Diagnostics comes up with any errors please post the same here so that I can suggest you the fix. If there is no error found in diagnostics this might be a software failure. You can find steps on how to run the diagnostics from the below mentioned link:
