2. Press and hold the power button for 58 seconds
3. Replug and start

Its nice that it works but what to do if this happens regularly every week or so? Kindly suggest.

Then you must do it every week. The problem is due to accumulated "flea" power.
If you are unable to update Windows 7 it's a different issue and you are not giving enough details about the problem to be able to help you.
