Error message about the .net framework failing to be downloaded

Hello guys!,
I have so far been getting window screen popup after, booting to windows 8.1 operating system, An error message, that require me to download an install the .NET FRAMEWORK
for some of the features and applications to run and function well, but to vain, i connect to full internet, it gives error message, that it could not download. The same applies to the windows defender, whenever i try updating, gives error,windows update failed. So please any body with the knowledge on this issue try help me out .
Here one te error i managed to capture while trying to install Lightworks setup software for editing videos

You can use the .NET Framework Setup Verification Tool to verify the installation status of the .NET Framework which report the 1603 error. And if the verification failed, you can:

As you might know, some versions of .NET Framework are installed as system components. So if you are using Windows Vista/Server 2008/7, you can go to Control Panel\Programs\Turn Windows features on or off to repair/reinstall the .NET Framework. If you are using pervious version of Windows, or want to install the .NET Framework 4.0, please follow the installation tips below:

Before install, please finish the steps below first:

o Turn off your anti-virus/antispyware software during installation;

o Install the latest Windows updates from the Windows Update site: http://windowsupdate.microsoft.com;

o Complete or dismiss Windows Update before installation. (And don't forget to turn it on later)

o Clean your %temp% folder (Start Menu >> Run >> Type "%temp%);
