My old account was deleted by moderator@hotmail.com It was opened in Nepal and presently I am in Germany,when I Tried to open this mail he asked me about alternate mail or phone number or secret question which I do not have all this,because of all important message I want to open this account.

Hello

Hotmail (Outlook.com) will want to send you a reset code for your password.

Since you don't have an alternate address, you can't get the code, hence your account is lost.
