I cannot install fresh windows 8.1on my Toshiba

please I formatted my Toshiba satellite C55-B5201 which I wanted to install fresh windows 8.1 on it, but after inserting the installation disc it displays a blank screen with a pointer at the left corner which is not even blinking(I think the machine has frozen) making it difficult for me to install the fresh windows. please help me to install the windows 8.1. I am worried.

You have a possible hardware problem. I suggest you have a local PC repair shop take a look at the laptop.
