Comp. dose not power up and a black screen

Hello,
I have a HP Pavilion dv6700. when i turn it on the light comes on and turns off after a couple of sec. and on again. then i notice that the fan comes on and of, so i waited for the comp. to come on and then i press the esc key the comp. stays on but the fan does not come on and the screen stays black.

It's going to need a computer tech with "hands-on" access to diagnose the problem. After spending $100 for the diagnosis you may still need to replace it.
