Dell XPS Not booting BSOD

Hi guys. 1st message here...I uninstalled Perfect Effects 10 from my computer. I double checked all files to be deleted. All were program files. Now when I try to boot, I get the Dell splash screen, rounding circle showing windows is loading. It then goes to a blue screen telling me it couldn't boot but would fix the problem & then reboots, with the same results as above. I have tried Hiren Boot CD as well as a recovery disc. Seems to ignore them, no matter what order I have bootable devices in. Anybody got any clues? F2 & F8 take me to the BIOS screen. Help! TIA!

What OS are you using? If your machine isn't finding a boot device, then double check your harddrive is the first bootable device.

When you deleted the program, did you use the WINDOWS UNINSTALLER?

I'm running Windows 8.1. I've got 3 screen shots that shoe my settings. Is there a way to attach them here?
I used iObit Uninstaller to delete the program.
