PC won't boot up goes to black screen

Hey guys, I was playing some league of legends today when my fps suddenly drops to 30 or so followed by screen tearing, graphical glitches and being tabbed in and out of my game. I figured something was up so I restarted my pc, I was met with thick white lines running down my monitor screen followed by computer looking like it was loading then going back screen
and it wouldn't load any further.

I've tried powering it down and draining any extra current, I have also carried out a factory restore both of witch did nothing

Is this a desktop computer with a video card that can be replaced or removed? Then I suggest you try using the motherboard's video socket for testing.
