Computer keeps Loop restarting

I have recently upgrade my computer with an Asus B150M-KD3 motherboard along with a i5 Intel CPU, and 8GB of ram. after a while of figuring out that the graphics card i have installed is broken, I managed to run the computer off the motherboard, but when it gets to the "Starting Windows" screen it freezes for a few seconds then restart and goes through the whole process again and again. I am not tech wiz, need help to fix this problem please.

I suggest you boot from the Windows DVD and do a "Repair"

i did that and it still does the loop restart :(, and i even restored the computer to a previous time when it did work
