Changing font color in one cell when % in another cell changes [Solved/Closed]

Hello,
I have a balance in B1 of what's owed on my credit card. I have the % of use on that card in D1, IE 35%. I want the font color to change green when the % drops below 30, and turn red when the % goes above 30. In D1 I have the formula =(B1/C1), the cell is formatted for % 2 decimals which puts the answer in B1.
