Hello, 
I am holding power button for 10sec but with lED flash and err sound come and it won't start its dell inspiron 15  3000 series


Configuration: iPhone / Chrome 51.0.2704.81

What is the make of your motherboard?

What is your sound you're hearing?

Is there anything onscreen?

Pull the battery AND unplug the power adapter.  Press and hold POWER button for 30 seconds.
RE-install battery, plug in power adapter.  Try to re-start PC.
This is standard fix for many laptops.  It's a PITA if battery in not easily removed.
