Add selectable prefix to cell contents [Closed]

I have a list of numbers in rows: 1, 2, 3,...999
I need to create them as 1001, 1002, 1003...1999 OR 2001, 2002, 2003 etc
Sample Code:
Cells(1, 1).Select
ActiveCell.Offset(4, 5).Range("A1").Select
ActiveSheet.Paste
ActiveCell.FormulaR1C1 = "=TEXT(RC[-3],""2#000"")"
I have the formula if I know what the assigned prefix will be, but how do I make it selectable or defined by the user?
I have not been able to find any answers so far.
