My computer is continuously beeping and ticking, how can I fix i

Hello,
So I got a new video card and I had it in, it worked fine and then one day I turned on my computer and it would just start beeping. The monitor would turn on but it would have a blinking white underscore on it. As well as for the computer, all the fans work but there is a continuous beep(no not the 6 beep thing) and it does not stop as well as there being a continuous ticking sound. I believe that my sibling turned on computer and the computer was updating and apparently nothing showed up except for the background and the tab bar. She then shut it down, turned it back on and the screen was black, during these two times the computer didn't beep or anything until I tried to turn it on. Any advice helps, I have looked on the internet but I haven't seen a solution.
