Windows 10 boots to wallpaper but no icons

Hi,
Can anyone help please?
During an office installation, my PC crashed and when re-starting booted to the wallpaper screen and no further. I have no icons on the desktop. I have tried Ctrl-alt-del but nothing happens. I have tried F4 for safe mode without success. Can anyone help please?

Slow down....what happens when you press the WIN key? Does a prompt come up? Press WIN+X. Let us know what happens!

Hi,
Sadly nothing happens when either action is taken.
When I re-start the machine, in a failed attempt to enter safe mode, the re-start takes a long time, certainly longer than it normally would do so.
