No power on USB or VGA

Hello guys. I have a problem with my desktop pc.
I came home and decided to start my PC but I had a problem, it started but after 1 sec the PC shut down, 2 seconds later it started again but after 1 sec it stops. And it went on and on. I fixed the problem and now I have another one. Pc starts, fans start but I have no power in my USB and VGA ports. I have a light on my mouse and when I start the pc, lights turns on only 5% . And monitor shows no signal. What can I do? I took out ram memory, and replaced them, checked the connections and everything seems fine. Any idea?

it could be a power supply problem.
