What is the Make and model of your laptop? You understand you may not be able to depending on your model? And once you make an adjustment such as these, you will understand why it is on.

Try disabling Smartsense, or Palmkeys. Go to Control panel > Hardware> Mouse Settings > Click on Right most tab labeled Device Settings > Settings > Under Pointing, click Smart Sense (or Palmkeys) > Slide the slider to OFF!

I hope this helps, as you failed to mention what model of your HP, there is only more than 20 years of consumer inventory available for your consumption!

There is no palm check option.
I turned off smart sense but still did not work.
