My web browsers suddenly stopped working (windows 10)

Hello,
I read some other threads here already about similar problems and i already tried the
"netsh int ip reset resetlog.txt" command on the cmd (yes i ran it as an administrator) but while up to a point an "OK!" appeared it said "resetting,failed
Access denied" in the end.
What else can I try? And what exactly is the problem in the first case?
