The only solution is to wait for Gmail's reply to your appeal which may take several weeks. Mind you, Gmail may never reply.

Sending an appeal many times will not change the situation nor Gmail's decision, on the contrary, Gmail will feel harassed.
You are not the only person in the same situation, there are tens of thousands, so you must wait your turn and it may take several weeks.
If you do not receive an answer and your account remains disabled, it will mean that Gmail rejected your appeal and that your account will not be enabled again.
