Desktop icons gone, cant system restore, cant open task manager

Hello all...hoping someone can help. Working on a Lenovo laptop, running Windows 10. All of a sudden, my desktop icons wont load at start up. On top of that, I cannot access my start-up menu (get a continuous loading symbol), and cannot get to my task manager through cnt/alt/delete function. I have tried to run safe mode and same problems exist. Any idea of a fix on this one? I have tried everything I can think of.

HELLO ORION I HAVE A DESAME PROBLEM ON YOU BUT THAT IS DESTOP PC,,,BUT YOU ARE USING LAPTOP,,SO MY SUGEST ONLY IS, I THINK THAT IS WINDOWS PROBLEM TRY TO START IN START UP REPAIR,,, BUT IF NOT WORK TRY RESETTING YOUR LAPTOP,,,OR REINSTALL ANOTHER WINDOWS. I HOPE MY SUGGEST WILL WORK....I HAVE DO THAT IN MY PC BEFORE ITS DESAME WINDOWS 10,,,,SO GOODLUCK.

Thank for the response. Unfortunately, start up repair won't work. Reluctantly, I decided to go ahead and try a complete reset to factory settings. Half way through, I received an error message that the computer couldn't be reset. Every where I turn, I am being blocked. Still stuck.
