HP 2000 notebook laptop Reset or restore?

Hi. I have an HP 2000 notebook laptop. I am running Windows 8.1 that I upgraded to from Windows 8 that was pre-installed on a used computer that I purchased. This is the second time I have upgraded to Windows 8.1 and had problem. I was able to do a factory reset to it the first time with no problem. This time I got an that the system was unable to finish restoring and to restart the computer and install again. I tried and am stuck in the endless install loop. I have tried the f11 key and no menu. Is there a chance that I can restore/reset inside the InsydeH20 setup utility or from startup options menu. Those seem to be my only options. I don't have a warranty or recovery disk and Hp want to charge me 100 to access my recovery partition to restore. Please help if you can. Thanks
