The season pass:
As the name suggests a "Season Pass" gives your access to the 4 expansion packs that Treyarch will release in each quarter of 2013.
The price: 52 euros
It should be noted that the map packs cost 15 euros individually: 4x15 euros = 60 euros total. Thus you will save 8 euros, by buying the season pass.
How to get the Season Pass:

• Go to the multi-player mode of Black Ops 2.
• Go to the Shop.
• The Nuketown zombie map is also available.

Conclusion

When the map packs come out, you do have to pay since you already bought the season pass.

Revolution DLC

• The first map pack (Revolution) was released on February 28, 2013.
• The Xbox 360 version was released on 29 January, 2013
• This applies to the map packs that will be released in 2013.

Uprising DLC

• The second map pack (Revolution) was released on May 16, 2013.
• The Xbox 360 version was released on April 16, 2013
• This applies to the map packs that will be released in 2013.

Vengeance DLC

• The third map pack (Vengeance) will be released on August 8, 2013
• One month after its release on the Xbox 360. (July 02, 2013)
• This applies to the map packs that will be released in 2013.

Apocalypse DLC

• The fourth (last) map pack (Apocalypse) will be released on September 27, 2013
• One month after its release on the Xbox 360. (August 27, 2013)
