Google Web Starter Kit - Build your responsive website

Google now provides developers with a "Web Starter Kit" to responsive design websites. Nowadays users use a variety of devices to visit their favorite websites: mobile, tablet, computer, and even game console. Rather than creating multiple versions of the same website, developers can opt for a responsive design website, which has the ability to automatically adapt to different screen size. Google strongly encourages developers to use this approach.
The Web Starter kit (available in beta) aims to help developers create responsive websites. This kit also provides other tools to improve the performance of websites (faster loading of pages). Google also says that the "Web Starter Kit" and its functionality can be modified according to your specific needs.
