New PC wont boot

Just got finished building a new PC. It successfully turned on the first time, but would not post (All lights on, all fans spinning, but never any video output). I then went to diagnosing and eventually ended up taking it completely apart and putting it back together. This time when I first pressed the power button, nothing happened at all. Only the motherboard and gpu leds come on when the psu is plugged in. The psu is good (used the paper clip test). Does anyone know what the problem could be? There also may or may not have been a very small and thin puff of smoke that came from the gpu/chipset area. Don't know for sure though considering it was like 3:30am and I hadn't eaten anything in the past 18 hours. It's also possible that I got a small amount of thermal paste on some of the pins. If you think this could be causing the problem let me know and I will attempt to clean it. Thanks.
