How to create a Google Chrome shortcut to a website? [Closed]

Two questions if you please:
First: I can/have created shortcuts with no problems except when I do this then click on the shortcut and go to the website there is no search bar at the top. So if I wanted to go to a different website I could just type in another website site or open a new tab. It's just not there. I have to open another window. I use to be able do this, but for some reason I can't now. Is there anyway to fix this if possible?

Second question: When I do click on a shortcut already on my desktop and I have a current shortcut already open, why does Google open up yet another 2 tabs one for the website and a blank one to. How do I fix this as well if possible?

Any help/suggestions would be greatly appreciated. Thank-you
