XP repair disk doesn't work

Hello, my name is zackary and i am building a computer for my mother who has windows xp she is a photographer and has a lot of picture programs that she wants to keep so she told me to build it and put the two hard drives that came out of the computer back in it and when i did and went to boot up the computer the system was in a reboot loop so i inserted the xp professional cd that she had and it starts through the sequence then freezes when it gets to the options of repairing the hdd's i am verry confused and need help
