Black screen and mouse pointer

Hello,
I am suffering frm this problem that after logging in the screen becomes black with just a cursor left and the task manager is also not popping up even though I tried ctrl + alt+ del.
I also tried to run my pc in safe mode but didn't work for me .
Please tell me any suggestions to fix this
