Confirming identification for account NOT DISABLED

I forgot my password for my email, which most of the other services I use depend on. I've tried several links to identify verification, and Everytime I send pic of I.D., S.S. Card submission, hospital records, or birth certificate, I get the same response... "THIS EMAIL DOES NOT BELONG TO A DISABLED ACCOUNT" Is there any way of confirming my identity using these methods of identification? Thank you...
