Language will not change to English from Japanese

Hello, I changed my location to Japan to use the program UTAU. However, when I changed the location back to America, it refused to set the language back to English. I have restarted my computer multiple times, taken the Japanese language out of the keyboard settings, and changed to the location to somewhere else and then back to America, but the problem persists.
I've been trying to fix this for more ot less an hour but i cant do anything.
Help would be appreciated.
