No Icons and cannot access task manager

Hello,

My computer starts up but no icons appear. I can see the Windows icon at the bottom left. I tried accessing the task manager but it does not work. I tried F8 upon startup. It is not taking me to SAFE MODE option.

The little blue wheel just keeps spinning. Any suggestions?
