This Operation Has Been Canceled Due to Restrictions in Effect on This Computer

Hello everybody,

I am having a problem with my computer installed with win10 ,
i was workiing with it normaly but, in the morning i turned it on , i wanted to execute an application , it gave me an error message that say's "This Operation Has Been Canceled Due to Restrictions in Effect on This Computer Please Contact your system administrator"

Could you please give me some help ?
