Hello, My friend facebook account was being hacked and posting inappropriate things and fake news. How to delete that said account and dissable for using it. And how long to wait if that said facebook was reported already. Thank you. Kindly answers my concern.

Tell your friend to go to https://www.facebook.com/hacked to recover access to his account. On your side, you can report the account as hacked by going to its profile page, if your friend can't recover the account.
The only way to block the account if your friend can't access it, is to report it to Facebook. You can also visit this page for more info about hacked accounts and how to recover them.
